The rpolution, however.was adopted by a vote of yeas 36, nays none. Tbe standing committees were then announc ed. They are mainly the same as at'tbe last ses sion. Mr. Hale submitted a resolution, which lies over, directing tbe Judiciary Committee to in quire into tbe expediency of abolishing the pres ent Supreme Court, and organizing another Court which will meet the requirements of the Constitu tion. Mr. Wilson 'introduced a resolution providing for tbereleaseof slaves confined in prison in Wash ington. The subject was referred to tbe Commit tee on District of Columbia Affairs. On motion of Mr. WilsoD, the same committee were directed to consider the question of abolish ingslavery in tbe District of Columbia, and allow ing compensation to loyal owners of slaves. The Secretary of War, on moth-n of Mr. Sura ner.was requested to furnish copies of General Hal leck's orders to the army in Missouri referring to fugitive slaves. In the House the negro question occupied a large portion of tbe fession. Mr. Gurley gave notice of a bti to confiscate and declare free the slaves of rebels, also providing for tbei- appren ticeship to loyal masters, and subsequent coloniz ation. Air. Hutchins, of OHo, offered a resolu tion directing inquiry ss to what shall be done with 45 slaves now in Washington, and to pre vent slaves from being similarly imprisoned here after. Mr. Dunn, of Indiana, introduced a reso lution instructing the Committee on Foreign Affairs to inquire as to the practicability and ex-p.-diency of acquit ing in a congenial clime," on any pari of this continent, or on the adjacent is lands South of tbe United Slates, a right to colon, ize and protect free i-egroes who may emigrate! thereto. A resolution requesting the President t adopt measures lor on exchange of prisoners of war, was referred to 1 ho Judiciary Committee. Mr. Holrxtan, ot I'.tiisna, introduced a pream ble and resolution, affirming the Crittenden dec laration fis to tbe cause and' object of the war, which, on motion ot Mr. Stevens of Pensylva uU, was laid on the table, by a vo e of 71 agaitst 65. The Military Committee were instructed to re port what change, if any, ie necessary, to be made in the mode of payment of soldiers held as prison ers of war. ARMING THK SLAVES QTJARRKX. BETWEEN LIN COLN AND BIS SECRETARY OF WAK, CAMERON. We take the following from the New York Tribune, of the 4ih inst. It is indicative of a strong diveisity of feeling between Old Abe and Cameron, and may result in a serious disturbance of the previously harmonious relations existing between those high functionaries: The readers of our dai!y of yesterday morning may have been surprised to find no allusion to the topic which excited most interest at the Fede ral Metropolis namely, the reported disagree ment between tbe President and the Secretary of War with regard to that portion of the report of the latter which treats of the use to be made of the slaves of Confederates. Other journals bad infor mation on this subjec ; we had none ; simply be cause, while their Washington dispatches respec ting it were allowed to come . through in due coure,'ours was suppressed by the Government censor in the Washington telegraph office. Hav ing received it by mail, wo give it now as pari of the history ot tne ti mas, simply remarking . that we do not understand that it was suppressed for lack ot truth, bu rather for excess of it. The call of the roll had scarcely ended in the House, when the temper of the people was strikingly manifested by their rep resentatives nastening, witoout aeiajing a mo ment for Presidential or other message, to pass a resolution emancipating thefclaves of Confederates within the military jurisdictions. Before the vote upon it was recorded, a painful rumor per vaded the Hal) that the President had taken open issue on this very question with Secretary Oamo ron, and had recalled from the Philadelphia post office tne undelivered copies or tne War Depart merit report which the latter bad mailed yester day for the use of the newspaper press. The city we g filled with rumors of a breaking up of the Cabinet ; and the influence of the revolution we are passing through, in attaching men to princi pies while weakening their hold on laws and forms, was everywhere strikingly and most euggestivf ly conspicuous. The excitement occasioned by this Executive opposition to the necessities of the war and to the popular will, to-night sways the hotels and parlors ot the city.
